"According to the Maharashtra Plastic and Thermocol Products (Manufacture, Uغير مجاز مي باشدe, Sale, Transport, Handling and China Wholesale gutter guards Manufacturers Storage) Notification, issued on March 23, 2018, the state government has banned the manufacture, uغير مجاز مي باشدe, storage, distribution, wholesale or retail sale, import and transportation of all kinds of plastic bags (with or without handles); single-use disposable items made of plastic and thermocol including dishes, cups, plates, glasses, forks, bowls, spoons, straws, containers, non-woven polypropylene bags, pouches to store liquid, plastic to wrap or store products and packaging of food items; and small PET and PETE bottles having capacity of less than half a litre across the state. It has also declared a fine of Rs 5,000 and Rs 10,000, respectively, for first and second time offenders."The bench was hearing a petition challenging the government notification banning manufacture, use, sale, distribution and storage of all plastic materials and also items made from thermocol.

According to affidavit, the expert committee was looking into the representations submitted by the petitioners.The court had directed the petitioners to give representation before the government for further consideration on plastic ban. On Friday when the plea came up for hearing, the government told the court that it has formed two committees – an expert committee under the chairmanship of the additional chief secretary and an implementation committee under chairmanship of environment minister. The notification was issued on March 23, granting manufacturers, distributors and retailers three months time to dispose of their existing stock of the banned items.
